In all fairness, the actual ability itself isn't very bizarre, but rather just the way it's phrased on the card
The commanders include Hakbal of the Surging Soul (Merfolk Scout) and Xolatoyac, the Smiling Flood (Salamander Serpent)
There are just more efficient or effective alternatives that don't come with the other fluff if counterspells are what you need
