You're not giving another player a deck, but instead you're giving yourself a new deck and that's not what the holiday is about

And that's where I suspect this card will fall

Personally, with Kastral, I would choose to give all my Birds +1/+1 counters whenever I deal combat damage

WotC would probably lose money to start but players would still have to buy packs or spend a lot of time on the game, even with a dusting system, because the dusting conversion is so steep
